Four types of licenses will be available withing the municipality if the ordinance is approved. A Class 1 License is for Cannabis Cultivation; Class 2, Cannabis Manufacturing, Class 3, Cannabis Wholesale; and Class 4, Cannabis Distribution. A separate license covers medical dispensaries.
LoParo pointed out that the ordinance excludes the retail sale of recreational marijuana even though 57 percent of the municipality’s voters were in favor of the legalization of adult recreational cannabis use.
There are a few communities currently considering plans. A handful of others already have been adjusting to legal medical grow sites as new neighbors, while a few spots in South Jersey have embraced the job creation that comes with the new business.
It can be a contentious relationship — such as in one Hunterdon County town, which this month reversed course on previous plans and prohibited any cannabis facilities from being set up in the community.
Alexandria votes down marijuana
A West Orange company wants to set up a manufacturing and cultivation enterprise for recreational cannabis on 11 acres of vacant land behind the Seaview Square mall.
It's the first company to seek a license in the municipality since the Township Council approved four classes of recreational cannabis businesses to operate here in August.
Now that New Jersey has legalized marijuana use and possession for adults 21 years and older, South Jersey municipalities have begun adopting their own rules to address use and sale. Under the N.J. Cannabis Regulatory, Enforcement Assistance, and Marketplace Modernization Act towns have until Aug. 21 - 180 days from the adoption of the state law - to create any local enforcement structure. Towns that do not act by then will be governed by the state's law.

A medical marijuana dispensary could bring some additional tax revenue into Ocean Township some time in the future. No one has come forward with plans to set up shop just yet – but the business opportunity exists. The township committee approved a zoning ordinance change on Tuesday that permits legal medical marijuana sales in the C-1 general commercial district.
The Township Council this week introduced an ordinance that would allow for dispensaries to operate along the Route 9 corridor, one of the only towns in Ocean County to formally endorse medical marijuana.
"It's not that we have somebody who is interested in opening a dispensary. We're just allowing it to happen," Mayor Ken Baulderstone said in an interview. "We have residents whose doctors have given them prescriptions for medical marijuana, and it makes a lot more sense for them to go to a dispensary near where they live."
Ocean Township officials unanimously approved the first reading of an ordinance that could attract a medical cannabis dispensary to town. The proposed zoning law permits legal medical marijuana sales in the C-1 general commercial district.
The New Jersey Cannabis Regulatory Commission oversees the state’s cannabis industry. Dispensaries must receive authorization from the state in order to offer medical marijuana and supplies to eligible patients.
